Where to buy ONE Support ticket for our old confluence

Looks like our old confluence instance has been hacked and now the home page keeps returning a 404 error.

We really do not have the time to do a full re-install,

We have googled for several hours and tried so many things...

We also don't have the budget to buy a one year support for $5000

Where can we buy a ONE Ticket support to help us fix that 1 issue

You do not.  You are either supported with an active licence, or you are not.

If your Confluence is that damaged, all Atlassian support will do is tell you to re-install and recover from backups.  They'll be able to help you through it, but you will still need to do it for yourself.

I think your best option would be to engage a partner to help you out, they don't care whether you have an active support licence or not, but they'll be able to help at any level, from basic support in your recovery (being there if you get stuck) through to "just do it all for me".
