Does anyone know which Confluence user privilege/right is needed to create / modify user account?
@JAMES LIN in order to create or modify users, the licensee needs to be an Org or Site Admin. Details of what administrative tasks related to users can be performed by admins can be found here: https://support.atlassian.com/user-management/resources/.
