You need to have Space Administration permission in order to delete page history. See Space permission to configure this. In addition, you can have more references on this document to get all related page permissions.

If a person has edit right need to have a right to remove specific page version
If the page is restricted same restriction need to apply page history deletion

That's not true in all cases. In our organisation we use page history versions as an audit to see who have changed what and when. Regular user should not edit or remove this.

I don't know your case but sometimes we are having tens of unnecessary version between two versions. It will be better if a user has right to remove his/her own version. except the latest one.
