Why can't assigned space admins see the blue 'Edit' buttons for the confiform entries?

I have a page set up that shows a table with all submitted forms listed.  I am the original site admin (global admin controlled by a different team) and have full access to his feature.  I built the page and can see the blue 'Edit' buttons on this page.  

However I've added several other admins (they show on site settings) and have no restrictions set on the page itself. 

With these settings, could there be another reason they dont' see the same button?   I did testing with one and they were able to design and admin all other aspects of the space.

Do they have edit permissions on the page where the form is configured?
