Why does the highlighted note on this page refer to Confluence Server to Confluence Cloud, when this page is giving instructions on the opposite? It's very confusing.

It's trying to avoid confusion by clarifying what the page is for.

When you use search engines, you have to remember that they do not know what you are thinking.  The most simple algorithms "weight" what you type in simply by order, and they ignore most of the structural grammar.  So if you search for "migrate cloud to server" there's a very good chance a search engine will see that as "migrate cloud server" and have no idea which way you want to go.  Atlassian have put a box on the page for people who are inadvertently misdirected.
