Why doesn't the anchor macro work in a blog post?

I want to create an anchor in a bog post but the anchor macro doesn't appear in the list of available macros.  Why?

I could not find the anchor macro on my blog post, either. I created a bug report: Anchor macro not available while composing Blog post
