Why don't hard returns work consistently in Confluence?

Anyone else getting this? The strange thing is that it doesn't do this all the time and I have not seen a consistent pattern or possible cause. For example, I have pages I added hard returns to after a table or macro, but when I saved it, they did not show on the page....yet when I tested this on another page, they worked. I see nothing about the first page which would cause this behavior. This is Server v7.19.1 btw.
