Why don't users get notifications when I mention them by @name in inline comments in Confluence?

So it's not super helpful to be able to mention other Confluence users by name within an inline comment ("Hey @JoeSmith, what about this?") if that user doesn't get either an email notification or inbox notification. They either have to be already watching the page, or I have to email/hipchat them to alert them to the comment, so they can address it. This seems like an extremely basic feature to have.

Thank you for reaching out. I've looked into this and it does appear to have been reported as a bug:

Could you vote on the bug to help show the number of users affected, and also mention your Confluence version so we can keep track of that?
