Why no package for Confluence Server version in Azure?

So I see there is a deployment package for Confluence Data Center in Azure.  But why isn't there a Confluence Server package?  The Data Center version is over kill for our needs and I want to install a standalone server version in a VM.  Is there an undocumented reason for not having a server package?
