I have a Confluence Server running on Win 2019 server and have recently installed Windows Defender firewall on it.
Confluence runs as a Service and was working fine with the Sophos AV. The server has only Confluence and has a 4 CPU/8GB configuration.
When the confluence service starts , it reaches 100% CPU and so the start is very slow or sometimes the Atlassian service times out.
I have added the tomcat9.exe has an exclusion process to Windows defender but no gain..
I am running Confluence 7.9.1 on JDK 1.8.0_291 . Once the service starts then it works normal.
Any advise on how can I fix the slow service start and timeout issue?

Have you tried potentially doing a delayed start on the service? Do you get the same behavior if you disable windows defender?

Delayed start does not work here as it is the Defender which blocks/delays the start all the time. I can see that on the Task Manager. I tried and, no luck.
I did disable "Windows defender real time scan", but no luck.

Have you made any changes to the memory of the application? is this a new instance or migrated?
