Workbox not appearing in Confluence OnDemand version

Although we are on Confluence OnDemand and the "Confluence Mobile Plugin" is included in the System Add-ons, the current configuration screen states "0 of 44 modules enabled". I have tried to enable safe mode and exit the mode in order to enbale the module but with no luck.
