Yes, you can enable anonymous access. An anonymous user does not need to log in to see any spaces that you add anonymous access to.
It is strongly recommended that you only allow anonymous to read spaces though.
Anonymous access is for users without login, i.e. if your confluence is available in the internet, then to anyone (this it why it's sometimes called public access).
