How can I make sure every Alliander employee can view a new Space within Confluence?

Check out the Default Space Permissions page in your Confluence settings and configure it accordingly to ensure that every created space is open to all employees. You can find more information in the documentation: Assign space permissions
This will not prevent a space administrator from changing the permissions afterward, but it's a first step. :)

If you want to have an open Confluence where all spaces are accessible to all of your Confluence users then you would do that by using a default scheme and ensure that every user is added to a Group or Role that has the necessary permissions. I think it might be best to start with the following article as it does a good job of explaining how permissions work in Confluence. assign-space-permissions . You might also find this article interest - set-up-public-access though I don't think that's what you need for this scenario.

Pulling the thread back into the original response (use reply rather than Answer)...
You would need to create that group and add the employees to it unless you are using an external directory (LDAP, Jira Access). The bottom line is that you need to define your employees into a group. You can set up the default search that when new users are added they're automatically added to a group. However you would want to be sure that that is indeed what do you want to happen. With that said it doesn't address year current users and you would need to add them to the group manually or through the APIs.
Again, I highly recommend familiarizing yourself with how permissions work in confluence and the best resource for that is the Atlassian documentation, IMO.

Assuming you have Admin permission click on the Cog in upper right, select Groups under the Security section in the sidebar.
