confluence - how to add page rights to user

i would like to know how can i give rights to a user to a confluence page,

i don't know where its that

You will need to grant their access via "space administration".

For page specific permissions, you can use "restrictions" on a page - look for the padlock icon on the page edit - you'll be able to set "read" or "read and write" restrictions.
