we have secretary that create meeting notes, like this:
summary
goal1
goal2
task1 @user1
task2 @User2
now question is how user1 and user2 without access to meeting note write comment and done their task?
FYI1: only secretary must view/edit this meeting note.
FYI2: I try to use child page template but of if I restrict parent page, child page inherit restriction!
Any idea?

If you have Jira you could create the tasks and make them into Jira issues and track them there.
It seems odd to me that you would be making assignments to individuals not attending the meeting or whom have access to the meeting notes. If they are attending why would you not give them access to update the page? (Confluence keeps track of all changes)
Indeed, why create restricted meeting notes? You give users tasks, but because they can not access the page they do not get notifications of the assigned tasks.
Having access would be much easier.
