One problem which worries me now already for quite some time. We are facing the issue that some of our users are "lazy" and are not "following" simple rules like doing specific settings in their user profile. I want my user to activate notification settings "Blog" and "daily updates". Is there a way to do "default settings" for all user profiles? Either way via GUI or database?

If I were to tackle this, I'd write a plugin that sets these to the required values on user creation -- likely using an EventListener module.
For existing users, I would write a script that cycles through each user and updates the required settings. Maybe @Bob Swift's Confluence CLI could help achieve some of this as it seems to be the Swiss Army Knife tool for Confluence admins :)

Unfortunately I am not a developer, hence writting a plugin on my own is unfortunately not an option ;-)
Had a look on the CLI, but have not found anything to achieve this one. Maybe I should try https://plugins.atlassian.com/plugin/details/9475 ? Seems to be cumbersome as you need to do for each single user, but better than nothing ;-)

Confluence SU would work if you've got a whole load of time, patience and enjoy ongoing maintenance chores :)
However there are a whole lot of "Atlassian Experts" (e.g. AppFusions) who could write a custom plugin for you. Failing that, perhaps add a feature request in the core product and you may be surprised with a quick response.
