Have you tried this? It's very much an all or nothing solution, but if your intent is to quiet those notifications this will do it:
This is completely unrealistic! There are ca. 80 different spaces - I can't expect or inform the hundreds of users that they have to do that.

Your call if you don't want to tell the Users how to stop annoying others ! It is about being thoughtful for a few seconds before they do something ...
It is not so "unrealistic" to contact them all using the "All Confluence Users" grouping .. its about educating the Users how to use the system wisely

Yes - a notification is generated for every "change" to the page - each attachment upload is an individual change
What we recommend in our system is to first lock the page View Restrictions to yourself only.
Upload the attachments.
A while later undo the View Restrictions.
Everyone will get their daily update alerts (if they have set those) but not the instantaneous alerts of each attachment being loaded

Do people need to be watching every page they're watching? Are they watching a whole space without realising? As an admin you can click on the "Watch" button on a page and then click "Manage watchers". If people are watching a page when they don't need to you can remove them, but, more likely, people are watching the whole space, and you can remove them from doing that too.
The other way is for individual users to go their Profile > Watches page and manually stop watching any pages or spaces they don't want/need to watch.
However, if a user is watching a page (or is watching a space which includes that page) then they will get a notification when an attachment is added to that page. There's nothing you can do at an admin level to stop that.
