labels and guest access

I am trying out guest access with a Confluence space. 

When as a guest, I click on a label to see all pages marked with a label, I get the message "You have encountered restricted content" (translated from German).

I don't see any settings that would restrict permissions on labels. Am I missing something? Or is this a bug?

Edit: 

I am allowed and able to see all pages in the space. Also macros like "pages by label" work without problems. It's just when I click on a label,  which brings me to a page with the URL <domain>/wiki/label/<space>/<label>, that I get this message.

This still happens if I give myself full access (check all the boxes).

I am experiencing the same issues within my org. Users with guest access have been assigned to the specific space but when clicking on label contents in the space, they encounter the "you have stumbled upon restricted content". They are able to view when clicking the actual page in the left sidebar or using search.

restrictions are not referred to label itself but to page/s associated (https://support.atlassian.com/confluence-cloud/docs/add-or-remove-page-restrictions/).

You may check if there is a page level restriction applied or not.

Where would I check for a "page level restriction"?

The documentation you are referencing doesn't mention anything about labels?

There doesn't seem to be any way to set restrictions on a label page.
