I'm having the same problem as this person
When I first embed a draw.io diagram into the page, I have the option to change settings, like the toolbar, lightbox, etc, by clicking the little pencil icon below the diagram.
However after I have published the page, if I go back to edit the page and click this icon, it opens the draw.io macro settings but then immediately redirects to editing the diagram itself. I don't want to change the diagram, I want to change the viewer settings.
I have the toolbar hidden, so I can't get into the macro settings that way, and I can't edit the macro to show the toolbar because of this bug.

My suggestion would be to edit Confluence page > click Edit macro and change settings on the right
This is the only way possible to change settings when file is uploaded to Confluence page.

For anyone else confused, in the diagram editing screen, you have to click "Format Panel" - the little half-grey/half-white square icon in the top-right corner, next to "Publish" and "Close".

I know this is an older post. We don't seem to have the viewer settings tab on the right hand side. Help about in the editor tells me version is 11.2. I am also looking for a way to reset vertical canvas size. It is showing about double the height I need in white space.

@Tom Loomis is it possible for you to update your draw.io installation? 11.2 is fairly old, and an update may resolve your issues without further troubleshooting.
If that doesn't work, could I ask you to reach our to support team? That's the best way to get assistance for your issues.
