can i see recently viewed pages for other users?

As the built-in behaviour, you cannot see other users recently viewed pages.

Nevertheless, if you are a site administrator (typically by being member of the group 'site-admins') you can login as other users as if you were using their accounts.

That's done through the 'Login as user' button displayed at the top-right corner of the user's account from admin view:

https://<YOURS>.atlassian.net/admin/users/view?username=<USERNAME>

Once you login as the user this way, you can see their recently viewed pages.

However, login as the user through that method will generate an email notification to the user, indicating the fact that you have logged in with their account, and that you may perform actions on their behalf.
