set default language to public / anonymus

Hello out there,

we want to provide a public confluence for our customers with our documentation.

The focus-groups are developers and technical-supporters. So we decided to publish everything in english and no other language.

But now there are some elements wich are still displayed in the wrong (german) language.

Do we have to configure the 'public'- user-language in any other way?
