there is no System option below the Add-ons, or am I blind?

This question is in reference to Atlassian Documentation: HTML Include Macro

to enable, documentation says go to Add-ons and System from drop-down. No idea where to find this System or dropdown... Using Confluence 5.9.2

Click on the Gear/Administration dropdown to the right of the Search box in the upper toolbar and click Add-ons.

On the Add-ons page, change the drop-down filter from User-installed to System.

The dropdown is a filter in the main screen - it defaults to "user installed".  What are you seeing when you go Admin -> manage addons ?
