unable to connect confluence 7.15.0 with mysql 5.7.38

Launched a new AWS EC2 instance for confluence and applied license , on setting up database getting connectivity error

Can't reach database server or port

SQLState - 08S01
com.mysql.jdbc.exceptions.jdbc4.CommunicationsException: Communications link failure The last packet successfully received from the server was 228 milliseconds ago. The last packet sent successfully to the server was 218 milliseconds ago.  "

After Updated /etc/mysql/my.cnf file i am able to connect to Database.
