What happened to all filter configs in web.inf?

I was updateing from 7.13 to 7.18.1

An upgrade wipes all non-standard customisations you might have made to a system (it has no choice, there's no way to code for adopting every change you might make to a server system)

The upgrade will have warned you what files were going to be reverted to an off-the-shelf copy.
