where can I create user macros?

I want to create a user macro but I don't know where I should start - I don't see the "general configuration" option in "space tools", I don't see "administration console" on my page either. BTW I do have administration rights. 

Any advice would be appreciated! Thanks.

Sadly, user macros are not available in Confluence Cloud.
