where is Confluence administration console

I am moving old (RHEL7) confluence to new server (RHEL8), i was able to install confluence and setup database. How to restore the data from old server backup.

the option I have is empty site, sample site and third option is below one. I cant file "Confluence administration console". 

 

 

Restore From Backup

To use data from another installation, go to Backup and restore in the Confluence administration console after completing the setup wizard.

It's the cog icon next to your user icon/profile in the upper right-hand of the page.
