I am having difficulty uploading a word document to Confluence, it contains photos, text and flow diagrams.  It times out.  File size is approx. 250MB.

Any ideas please?

You can have a standard file size limit but also OnDemand has a 60 seconds timeout. Your internet connection upload speed should allow you to upload 250MB in 60 seconds. For that you'll need about 33.3Mbps of upload speed.

It's quite likely that your file size limit is set to the standard 10Mb.  250Mb is simply too large, and a timeout implies your networks simply can't handle it.
