why does my company's confluence only have 20 emojis, not as many as it showed in the confluence cloud😥

Confluence Server/Data Center and Confluence Cloud are two different products. Not all the same functionality available in one is available in the other.
There is a change request to support adding custom emojis to Confluence Data Center.
