Can I grant a Group permission to create groups within Crowd?

I have some users that I want to allow to create Groups but I don't want to give them full  Admin access in Crowd.  Can I create a group to put these users in that will have permissions to just create and delete Groups (that will populate in Jira\Confluence)?  Or can I give that specific permission to individual users?
