How can I free Jira license if I am using CROWD? Can we mark the user innactive?

We are using CROWD to manage access for all Atlassian tools. I know that 50% of the users we provided access they never login or login once sometime ago.

I'd like to free that license but keep the user story. Can we mark the user as "innactive" to free the license?

Please let me know.
