Are there any Rest Api to update jira plugins?

Any rest api to update jira add-ons and want to know the level of impact for the users once after it is updated?

No there are no API's to update plugins

(https://docs.atlassian.com/software/jira/docs/api/REST/7.6.1)

The impact is usually no, but it's recommended to test it out once in the test environment and then preferably perform the update when user activity on the instance is low.
