Get project field value via REST API or JavaScript

Hi, 

I am new to JIRA. 

I need to get the "project" field value in the "create issue" screen, when user change this drop down menu (I know it is not an HTML drop down menu).

I searched a lot and nothing found, thank you for your helps.
