Added users getting deleted automatically in Fisheye 2.10

Added few users in Fisheye using Crowd, appear as deleted repeatedly.

I have done "Request for Garbage Collection" as well. Does this affect user addition?

Only once I did Garbage collection and after that 2 times added user, within 30 mins all newly added users getting deleted as if not added at all.

No upgrade in  Fisheye as well.

Please help...

In log, i get error as : INFO   | jvm 1    | 2015/02/23 05:28:49 | 2015-02-23 05:28:49,386 WARN  - Could not import user "u190062". User already exists on ajp

made user authentication as CROWD, instead of AJP but issue is still  the same.

Need to chcek if JIRA groups are synched with Fisheye or not:

Fisheye-> Authentication-> Jira/Crowd authentication->edit-> next-> select group to synch.
