Do Fisheye and Crucilbe license seats need to match Jira's number of seats?

We are looking to buy Fisheye and Crucible (already have Jira and Confluence). Does the seat count for our existing licenses need to match or can we purchase fewer seats for the developer tools?

They're separate.  You can licence Fisheye/Crucible to the number of users you need who will actually use it, whether they are JIRA users or not.
