I am on Stage 5 Step 4.7 of the Dragon Slayer instructions.
Atlassian Support previously told me to upgrade to latest versions (and to ignore versions in the Dragon Slayer wiki), so I am running:
Windows 10 x64 (Admin)

Jira is running.
Confluence is running.
Fisheye is running.
I got through the Fisheye installation up to the point where I need to add a repository. That's when I get the error:
An error occurred trying to render this page: javax.servlet.jsp.JspException: javax.servlet.jsp.JspException: javax.el.ELException: Problems calling function 'cru:renderHeader'
Original error that caused this page: javax.servlet.ServletException
I Googled this error and it looks like this has to do with supported Java versions, but I believe Fisheye 4.6.x (installed) supports Java 1.8 (installed).

It's a bit hard to determine what problem you're facing without more logs or a support zip for the full context. You're right that this is often caused by the Java version.
I would try the following:
Verify %FISHEYE_INST% and %JAVA_HOME% is set correctly. If that doesn't work
FISHEYE_INST/var/osgi-cache
