Lost emergency key

I have jira account and enabled the two factor authentication. But I lost my emergency key, so I can't login.

I refer to https://support.atlassian.com/atlassian-account/docs/login-issues-related-to-two-step-verification/#Your-emergency-recovery- key-doesn--x27-t-work-or-you--x27-ve-lost-it, but I don't see "Send recovery email", and the administrator didn't find how to recover my account.

How can I recover my account?
