Not working with MySQL

I've seen the other posts and I've downloaded mysql-connector-java-5.1.48-bin.jar and placed it in $FISHEYE_INST/lib and it's got proper ownership/permissions. I've stopped/started crucible/fisheye and it still can't load the driver. What is missing?

-Dfisheye.inst wasn't properly set on the java command. I have FISHEYE_INST set and can run echo $FISHEYE_INST and it prints the right thing, but those settings are not getting picked up by bin/start.sh. I had to modify the fisheyectl.sh
