Native Subversion Client jar is MIA

In https://confluence.atlassian.com/display/FISHEYE/Native+Subversion+Client you link to http://subversion.apache.org/packages.html as a location to download a subversion client and JavaHL subversion client. I need more specific instruction as I'm not finding what you describe.

Hi, the native client is NOT a jar. You need the JavaHL jar and the actual svn executables installed on your server.

Follow http://subversion.apache.org/packages.html as you have linked and depending on your operating system perform the required installation.

A JAR is asked for. Pointing at svn.exe for example is not accepted.
