In Fisheye and Crucible documentation this setting don't described.
I found https://confluence.atlassian.com/display/FISHKB/How+to+add+several+repositories+to+one+project+in+Crucible but don't found when I must use it.
I have some repositories and some projects in my Fisheye/Crucible installation.
On Projects page in admin area I see link "Fisheye content edit" for each project.
But what the diffence of:
1. "Fisheye project content" is empty for project.
2. On "Fisheye project content" filled by some repositories.
In all cases when I create review I can select all repositories for all project.
Where using "Fisheye project content" setting?

this setting affects which repositories/directories are shown in the activity stream when showing the project page.
Also when creating a review it's used to suggest a best matching project to put the review in. As you've noted the user can still choose to add content from any accessible repository to a review in any accessible project.
