For External Dependency on Jira Align: Who manages and closes the external dependency?

For External Dependency, who manages and closes the dependency if external entity does-not have access to Jira Align?

@Rupinder Pannu usually it's the person entering the external dependency that will manage it. The reason, like you stated is that those external teams/people don't have access to JA.  So the value of the external dependency is for the visibility and tracking of it and to identify any blockers or impacts to your program should that dependency not get delivered in the timeframe defined.
