How do 'Process Steps' work when you split a feature

Our Features go through a maturity definition phase from initial definition through to Development Ready (i.e. Feature Definition --> Feature Refinement --> Development Refinement --> Development Ready) At Dev. Ready the feature can be worked on in a PI.

When we split the feature it seems that the original Feature's 'Process Step' is not carried over to the split feature. Is this a bug? or is this expected behavior?

Yes, that is the expected behavior.  When a Feature is split, it is essentially like creating a brand new Feature.  The state and process step is set to the "initial" values.  Ideally, the new Feature would then be prioritized against all other possible Features in the backlog.
