New workflow state for Epics

Is it possible to add additional work flow state to Epics in Jira align beside the 3 state that it provides "Not Started", "In Progress" and "Accepted"

No, the built-in states for the various Jira Align work items cannot be configured.

However, you could create custom process flows for work items (including Epics) that you can view and manage in the Kanban > Process Flow of the backlog views. See https://help.jiraalign.com/hc/en-us/articles/115000104293-Create-process-flows for more details.  These process flows can have whatever custom process steps (essentially states in a Kanban board).
