There have been a number of recent reports of sign-ups failing in this manner. I reached out to our team that manages this, and they acknowledged that some users were not receiving the necessary recaptcha on the page. When you are trying to sign up, are you seeing a captcha appear on the page to verify that you are human?
If you're not seeing this, then that would explain the behavior. It's also possible if you see the captcha, but fail the test it could generate an error like this.
Additionally, we have seen problems with users located in mainland China due to network restrictions imposed there. Other customers have reported having success completing the signup by using a VPN that is located in another country.
Try this and let me know if you are still seeing errors during signup.

Saw a similar post yesterday. It helped to wait a day and change the Internet. Try to share the Internet from your mobile phone or find another Wi-Fi. Also, I recommend turning off the VPN or changing the location.
Also, do you have a captcha?
