   I tell you about Android, which is what I use
If you go to google play and type "Atlassian", all the apps you have available will appear:
   1.- Jira
   2.- Confluence
   3.- Opsgenie, etc ...

  Install the one you need

Yes Atlassian have Jira Mobile app for both Datacenter and Cloud Deployment.

You can download it from App store.

is it possible to use it for organizations that have local access to internet(I meant intranet)

I appreciate to be more involve with jira software
