Import to Jira Product Discovery Functionality Changed?

Previously, I had the ability to do a bulk import from .csv into JPD.  But now, it looks like I have to be a Jira Admin to do so?

There's conflicting documentation on how to do an import, but the way that tells you to use the create button, then choose import does not seem correct any more.

Thanks.  I'd love to hear from someone in Atlassian specifically, because they need to roll back this change.  

I have to have elevated Jira Admin permissions to do a bulk upload into a project for which I am the project admin and that's ridiculous.
