When I add someone as a creator, they are not actually being added as creators. My Jira Admins (elevated Jira site admins) can't add them, either.
What's the special secret to add my creators?
I have JPD Standard.
In the column where it's written "Product Access" Creator = Licensed, Contributor = Unlicensed.
So that person need to be granted a license - and as it's something that is going to change your bill, it can be done only by site admins/org admins . User management > pick the user and give them a license (or add them to the right group)

This can get a bit messy - it's likely that the user isn’t part of the Product Access group with the “User (creator)” role for Jira Product Discovery. Your org admin can check this in the Products section: https://admin.atlassian.com/
Jira Product Discovery (JPD) was the first Atlassian product with a per seat licensing model, where “creators” are treated as a special user group (Jira and admins wasn't ready for that ;) )
