Can Jira be used by Non-Agile teams?

I manage a team of project managers/SMEs.  We coordinate work from an Idea/Design phase to implementation phase.  We sometimes contribute to agile teams at times as SMEs, but our team does not in an agile framework because we support ~20 projects.  Can Jira be used for this type of structure when you work outside of Agile framework?

Jira can, and gets used a lot outside of Agile ways of working environments.

I would suggest a Kanban board, rather than a Scrum board to track work, IMHO Kanban boards are still very useful for non-agile teams, and provide excellent visibility of who is doing what.  

Main differences:

Epics - often used as phases instead of deliverables.

Work - often broken down into the phases, often the entire WBS for the project is created at the start.

Change - managed as a change management process rather than evolution of backlog
