I’d like to limit the visibility of certain comments to a specific group. Currently, all comments are visible to everyone (creators, contributors, etc.).

At the moment, Atlassian products like Jira and Confluence do not support restricting the visibility of individual comments to specific user groups (like only creators or only contributors). Comments are visible to all users who have access to the issue or page.
Workaround:
If you're using Jira, you can:
Use the "Comment visibility" option when adding a comment.
Choose to restrict the comment to a specific Project Role (e.g., Developers) or Group.
How to do it:
Click on “Add comment.”
Before posting, click the lock icon next to the “Share with” dropdown.
Select the role or group that should see the comment.
This way, only the selected users can view that comment.
If you're using Confluence, unfortunately, individual comments can't be restricted. You can only manage page-level permissions.
