Where can I find the described Create Customized Goals functionality as i don't see it in JPD

I can see my Atlas Goals but I cant find a way to create customized goals as described below

Hi, that description isn't correct - you can only search goals in JPD and associate them with ideas, but not create them (you need to create them in Atlas)
