Is there a way to submit the cost estimate of the idea in JPD

You can use a custom field to create any data point you'd like. https://support.atlassian.com/jira-product-discovery/docs/create-custom-fields/

You can also use formulas to manipulate this data.

I use a field that is numerical for cost and then even an annual cost in another column by creating a formula of the 1st column x 12.  Then you can group by another field and create sub group totals on the heading.  Really cool
